3900x without a doubt and that fact that you intend to use your system as a work station only adds to that justification. If both systems cost about the same, I don't see why you would want 50% more cores and fully ssd speed (though you honestly don't need more than your OS and main programs on it). You're sort of wasting x570 without a gen 4 m.2 ssd (Assuming it isn't) with a work station build but you could always add it in later if you need more space. Gen 3 is fast enough for most people anyway.

Title says it all. I will be getting a new PC soon and I can't decide between those two.

Intel Core i9 9900K up to 5.0GHz, Coffee Lake
Intel Z390 Chipset
16GB DDR4 3000MHz
NVIDIA GeForce RTX2080 8GB GDDR6
HDD: 2TB, 7200.12 3.5"
SSD: 256GB NVMe SSD

AMD Ryzen 9 3900X up to 4.6GHz, Socket AM4
AMD X570, AM4
16GB DDR4 3000MHz
NVIDIA GeForce RTX2080 8GB GDDR6
SSD: 1TB NVMe SSD
Ryzen has better results If you want to make the max out of your Computer.
