Hey, I'm a website developer and am looking for a web host where I can host both my personal portfolio website and my client's projects (temporarily, so they can see the progress).
If we can sort out a deal where I recommend you to my clients that could also work but I'm also able to pay.

Doesn't that tell you what you need to know? Most providers here, especially ones that will give you free hosting in exchange for advertising are amateur. If you're trying to host a business website, you want to use something business grade. It looks bad on you if the host you're advising your customers to use keeps disappointing them.

It was actually shut down due to the owner having a surgery. I did pay for my website host, just got a discount. I want to partner with a website host so I can give my clients discount codes in return for purchasing a website from me.

I have no idea what surgery he got, what impacts it'll have on his life nor is it any of my concern.
Along with the hosts on this website not being top-notch, so is the demand here. If there was a big demand for extremely high quality (and, with that, expensive) website hosting; the business-grade website hosting you were talking about would come and sky-rocket.
However this is not the case, hence this thread was opened. Thanks for your concern.
