Why’s an alt shop a sticky thread but selling alts violates MCM’s Terms? What?

Two possible reasons: Either Mick doesn't even look what kind of ads he confirms or the thread for which "sticky ad" was purchased was edited after it was confirmed and invoice generated.

Because MCM is hypocritical. Just look at some of the recent scam reports.

Sticky threads no longer go through manual approval.
If you check now, that thread is no longer there with the member who posted it suspended for breaking the rules.
It wasn’t a matter of us allowing threads that break the rules to be posted because there was money paid.
If you see problems like these in the future, making a support request or reporting the thread would be helpful.
