Spell plugin (Incantations) Paying $$$ to get created!

Hey all! I am back once again and this time i'm looking to pay another dev to who can create another spells plugin for me.

Just a general idea of how this would work:

You would Say Incendio in chat and then wherever you are looking a block would be set on fire!

These spells would cost exp and can be configured. Also they need to be enabled by the admin by a command! (/enable incantations <Player>?)

Let me know if you are interested. The Highest i will go for this plugin is $35 dollars, also depending on how much time it take. I also know how much a plugin like this should cost and how long it should take to create. I say that because i'm paying based off of how well the plugin is made!

I have already created a plugin that meets this description. One can create and edit spells in game as well as bind them to custom RPGitems and stuff. If you are interested, here is the thread.
