He's saying ratings are neutral but still counted as positive. Sounds like to me he didn't rebuild the rating counts. That's not bugged, that's just a half assed change or not done for whatever reason.

There are a few things I don't understand here.
Back in January the entire staff team agreed on transparency and being more open on the entire forum. This would also include changes, additions, features, etc. Now, if you list all the updates that have been made in the past 3 months(ever since me and rocket took over), you'd notice most of these changes were discussed within the community through suggestion posts and whatnot. Usually when we came up with an idea, we discuss it with staff, then make it public to the community and see where it goes. This wasn't done for small changes that didn't affect the forum too much. Simply because we don't want to spam the suggestion section.
Same goes for this entire update. This update was being planned and setup for a really long time. Simply because we used to take our time to avoid any issues. When I say "time", I'm talking several weeks.
I resigned exactly 10 days ago. Almost everything inside the update was being discussed for weeks before I resigned.
There was almost no talk about rating changes.
The fact tjrgg and Mick didn't get in touch with any staff members before making this change is just disappointing.
All these rating changes: the system has been there since almost the beginning of MC-Market. There honestly weren't that many members complaining. Was there confusion with ratings/forum reputation? Sure, this confusion was usually caused by fairly new members and people usually explain very quickly that the system isn't forum reputation. But honestly, if you are going to deal with anyone for an amount higher than $50, it would only make sense if you inspect the users profile and recent posts to see if he seems somewhat trustworthy or not. Don't decide to deal just because with someone they have a silly high green number on their profile. That's just you being stupid, lazy or ignorant. People will still do it even after all these changes, except now the system is just buggy and completely unreliable.

From what I remember before, the only rating that used to be gray was the funny rating since it was neutral. So after rocket messaged me to fix an 'issue' with ratings, I looked at our Xenforo settings and noticed he made all ratings neutral. Of course, this goes against the purpose of the addon so it somewhat bugged out.
From what I'm getting here, all ratings are being counted positive (even though rocket wants them to be neutral as stated in the settings), we just don't see it. The entire rating system is bugged. A fix would be to reverse everything and recount them.
I'm assuming it's simply bugged because the rating addon somewhat relies on Xenforo's default like system for the "like" rating, hence why you see "likes recieved" on your profile and postbit on some cases. And making that neutral is simply asking for issues.

Making all ratings neutral was never announced in the announcement post they made? Any reasoning behind that? I think doing that affects the forum more than adding a disagree rating since you're basically killing the entire system. Here's a quote of their announcement that's related to the rating changes.

tl;dr, rocket wanted to make all ratings neutral. The addon used for ratings was never made for all ratings to be neutral, it's bugged out and a lot of the counts are incorrect. This change was also never discussed with the community or announced
Now, I understand when they make a change, mistakes can happen... It's possible, we're only humans.
We've made a mistake for the Trade feedback system! If we released the same addon without the requirement of having a deal with the user first, it would most likely still be here and less abused. Guess who's idea that rule was? Rocket's and Mick's. I instantly noted how retarded the entire idea of having that rule was, yet they went against it.
The worst part is, rocket doesn't like admitting his mistakes. He wanted to give the addon a few weeks to give it a chance to settle in because he simply thought the rule was right and ok even though we have no way to check if a deal was made between 2 users. It allows so much room for abuse that it's crazy.
Now, if rocket was manly enough to admit the mistake of bugging the entire "reaction" system out, he'd reverse the change and move on. But of course, he thinks he is always right.
Rocket should stop thinking that this is some church forum and all people are nice and are going to agree with everything that looks nice.
I'm glad I'm no longer part of this terrible management team. I'm not sure what or who's causing it, but I'm glad I'm not part of it.

Overlord When I post something - there is a number of reactions on my post. On the post it shows less than half of the reaction amount shown on my profile page. Then also there is the pop up profile thing - which doesn't show reactions at all, it shows likes.
