SYS, Enabling SELinux Help.

I've got a dedicated recently from SoYouStart and I followed a tutorial to install Multicraft, apache2, nano, java ect and the only problem I'm having is it saying forbidden 403 when I try to navigate to the install.php in my browser. The guy said you have to do setenforce 0 but when I try that it tells me SELinux is disabled, so I figured out how to get into the config file for SELinux and set it to permissive and did a hard cold reboot and it still say's disabled.

If anyone has any idea as to why this is happening and how I can fix it let me know thanks. The Dedicated is running CentOS 7.3-1611

I should add that it is the Game-1 Dedicated.

Seems like a very simple permission problem. Just paste the output of ls -al /var/www
I can do this for a vouch if you still need it though.
