I wouldn't call it a scam, I doubt this user would scam.

This user attempted to partner with Prime Technology for some time, and we almost worked out a deal, I got to know him decently well over the process. I doubt the user is scamming, however he has sent me numerous screenshots of his paypal income, showing that he has made some decent capital. I question why this user would ask for $20, judging by what he sent me, he can see the worthlessness of $20 in an exchange such as the one you showed. Very strange situation that's for sure.

Maybe he wants a deposit of $20 to make sure you actually have any amount of money?

The idea of someone that has active loans out promising to drop $3000 on a server is more sketchy than him asking for a $20 deposit on an NDA.

With the number of failed projects you have I would think you wanted to steal my idea too
