Towny Plugin for 1.20

Hello all,

I'm looking for a plugin coded similar to https://www.spigotmc.org/resources/towny-advanced.72694/ - Towny plugin

I just want the towny to be a per-player world, but only a chunk of a world such as 500x500 blocks. When the player creates a town this world is generated, and a world border is say at 20 blocks. The player can upgrade their "Claim" using the town NPC and with in-game currency, but the world does not generate after the max blocks.
Maybe permissions would including weather or not being able to create multiple towns.
Would also need features such as inviting friends to the town. Including a per-town rank system where players can control different roles permissions in the town, such as opening chests, breaking or placing blocks, etc.

I also somehow want the towns to be able to declare war on each other, where multiple towns can join a war at one of the town's or at an arena. The losing town has to pay a fine to keep their claim.
