Valid Devouches+ New Rule & Warning with it

Hello, so basically as of recent there have been ALOT of false devouches or devouches for reasons that make no sense and are not valid at all. Things like "Devouch user is dumb" or "Devouch user is immature". These are not valid nor make sense,so we need to fix that.

We need to make it so you may only devouch if you made a deal with a user and had a bad experience. None of these stupid useless devouches that make no sense. In all honestly, I get reports on these all the time, and even in some cases people spam them, even better right?

With this new rule, if you break it (Give an invalid devouch) you will receive a warning for doing so of the amount of 10 warning points. This is more than fair as it is not only a fake devouch, but it could be screwing with others business.

Here is a total for those who are lazy and don't want to read:
-False Devouches are breaking a rule
-You get a 10 point warning for doing so
-To give a devouch, you need to have dealt with the user and ONLY give a devouch for that specific deal.

This idea is honestly horrible. In my opinion users should be allowed to openly devouch or write DWC (Deal with caution). There's always a chance of being scammed and this can alert users. No need to punish people.
A DWC is ok, thats not a devouch, thats a warning. They are 100% different. I encourage DWC's if they are real and valid, they help, useless devouches do not.

I'm pretty sure this suggestion has already been accepted. Misusing the reputation system and stuff like that is strictly against the rules.
