People are banned if they break the websites rules, people shouldn't get banned just because they aren't the most liked member of the community.
Plus,

-Scam reports and support requests already exist to get people banned
-You can get banned for excessive violations of the rules
-If you think someone is bothering you/being toxic, report it if they are breaking the rules by doing so
