I was wondering what Badlion use to block VPN's from joining their server. I know what they use is probably extremely expensive but is there anything that is already available or a dev can code for me.

I'm just going to put my opinion out there.

It will be the biggest waste of money to get a AntiVPN custom coded.
I have experience with hacking and being a skid and trust me, There will always be a VPN that can bypass.
Take SoftEther for example, it connects to home IPs therefor it bypasses MineHQ, Badlion and any other big server.

The best thing is to get VPNGuard with a API key, it won't stop everyone but It will help.
