So, would it be safer for us to do nothing? I don't want to risk losing our $100, but I don't want OGMaster to win this because he clearly did it just to spite us. Our PayPal is not tied to any bank account and does not have our names on it, so I assume we'd be fine just ignoring it. We had a tight TOS for our transaction agreement, though, and plenty of proof to win this case, so I am fairly confident he will not win the dispute. I just want to be sure we're not risking anything here.

As long as there is absolutely NO evidence of your actual identities or bank accounts on that PayPal, you're good. Otherwise, you might want to consider taking action.

Steve has an unverified pp account with no bank or cards linked. He likes making art, so during the month of December he makes $50 usd selling art. At the end of the month, he sees a really cool gadget at Walmart that he would like to buy with the money he got selling art, which is still in his PayPal.

Is this possible?

Yes, if the money is within his PayPal account he can purchase whatever he desires.
