Web Developer - Paper Stock Trading - $2500

I know this doesn't necesarily pertain to MC, but nevertheless I've always liked the quality of devs I've interacted with on here. I'm looking to hire someone to built a custom website for paper trading stocks, with the following requirements:

1) Users will be able to register for an account with email validation
2) An admin account will be able to change the amount of "paper" money any user has from an admin panel
3) Users will then be able to trade real-time during trading hours
4) Intraday and daily stock prices can be acquired from some free API such as: https://github.com/RomelTorres/alpha_vantage
5) Users should have access to a page that gives a breakdown of their portfolio, how much money they have, how much money they've earned, as well as some performance metrics (I will walk this through, it's simple numerical calculations)
6) There should be leaderboard for users based on the aforementioned performance metrics
7) A Robinhood (brokerage application) like design/aesthetic is desired
8 ) There should be an admin panel where the admin will be able to control and modify all parameterizations... such as transaction costs for buying and selling stocks, user account values, etc.
9) The core should be done in Python (ideally) and easily readable for later modification/updates Happy to answer any questions/talk more about the project as well as negotiate pricing.
