well you know if you had a verified paypal you could contact them and verify that its yours via your bank account number, debit card, or ssn. you would easily get your $45 that got cucked from you back since it was hacked lmao. but you see you probably don't have yours verified since you're only 13.

You say you've lost "everything" like you have nothing more to support yourself on. $45 total & a steam account really isn't much. If you had a job you could make 6x that in a week. There are so many ways to recover your shit, and yet you probably haven't even tried any of them.

Having 2FA on everything you possibly own is a great way to not get your shit smacked, even with a shitty gay password. I recommend trying to contact steam/paypal with your information you had on each of the accounts, including credit card numbers, emails, passwords, etc.
