well you know if you had a verified paypal you could contact them and verify that its yours via your bank account number, debit card, or ssn.

edit: He shouldn't have had one in the first place, or if he did it would be with a parents consent (them having total access to the account, while he can still purchase things with it, add money to the acc etc., generally what paypal says he can do or whatever)

If your paypal got hacked, that's a serious problem in your security approach. Either you've been reusing your password, or you've got some other flaw. Try seeing if Paypal has a 2FA option. Make longer passwords, and make them fully randomized. use a password manager with a single centralized password that you write down physically in an unobtrusive way.[DOUBLEPOST=1490713725][/DOUBLEPOST]I don't care if your password was complicated, btw. There are 2 ways to break into a paypal account without cracking their security(which I doubt is easy).
1. Find a users' password on another site or location where they've reused it, or otherwise guess/bruteforce it
2. convince paypal that you are, in fact, the owner of the account, and that you've forgotten your password.

If neither of those happened, they didn't break into your paypal account.

Why am I not including the breaking of their security systems? because in such a case, they wouldnt go for the account of some individual that has maybe a few thousand at most. They'd go for the big fish and companies who use paypal, and who get thousands of purchases DAILY.
