What are the main things you need in a faction server nowadays?

I haven't played in a while but I have become interested in starting a faction server. What are the main things you need in a faction server nowadays.

Extra Questions:

- Do most people prefer to play on servers with 1.8 pvp or 1.13 pvp?
- Is the viaversion plugin a mandatory thing to have?
- What should be my budget for a small server that wants to start out? I think $100 is good for 2gb, server trailer, and an animated banner?

1.8, no, 2gb wont be useful for any factions server with more than 10 active players.

10 active players are pretty hard to get, if that ever happens then I know I'm ready for an upgrade at that point.
