What is citadel?

My dev thinks it would be a great idea to add it to our hcf server, is it an idea that has been done before? he said it was like Kohis, and I know that server isn't around anymore. While I doubt the legitimacy of it being a "new" idea I would love to know the basic concept of Citadel.
I did some researching and found HCTeams had it too, I've watched a few videos and still dont know what the fuck is going on. Thanks MCM

The loot normally spawns every day, that can vary in between vals and koth loot. Normally the faction that caps has access to the certain loot area being able to open/close doors. This was used tactically back in kohi to trap people or save themselves from a large faction.

I knew what it was, I had a rough Idea of the concept, I never got to participate on any as I was usually offline (EU) So yeah.
