Try running it as the administrator? I've not ever encountered that problem. I would honestly just re download this version:

I would also make sure you have the Java Development Kit downloaded, as that also is required.

I've used Eclipse for 5 years, and it's been working fine!
Side-note: Eclipse is soo much betta than IntelliJ
