I cant simply tell you the best host to go for with what little information you have provided. Different hosts are better for their own reasons.
A very high performance host, with below average reliability and no DDoS protection would be good for a private build sever.
A cheap but low performance host, would be great for those starting their first small server. With only 10-20 players on.
An expensive low performance yet very reliable and well protected would be best for a bungeecord server.
A high performance and well protected, yet expensive host would be best for a decent sized factions server.
I could go on. But without more detail all you will get is people recommending their own, or friends hosts. Which gives you a list of hosts, rather than what host would be best.
