How does xenforo work? Do you pay once and you always have it? Do I just pay for the hosting and the xenforo is free? What type of expenses should I expect?

XenForo is a one time cost. You can find themes from many places, such as Audentio and Brivium.

There is a one-time cost of $140, which grants you access to use XenForo and have 1 year of support & updates.

After one year, you may still use whatever current version you have indefinitely, but you won't be eligible to download the latest and greatest until you pay the $40 fee to extend supports & updates for another year.

That website is mediocre so I would say under $200. However, the stat system is custom so that alone would cost anywhere from $50 to $100 but that depends on the developer and quality.
