Permission based cooldown + minor adjustement

Now possible to add custom cooldown based on permission. Set the permission "bulpearl.cd.X" to a player or group (replace X with a number from 1 to 600. Players with this permission will have the corresponding cooldown of X seconds. Additionally, the 'use_pearl' message is sent when the enderpearl is thrown, instead of enderpaerl teleportation

WARNING: If a player has multiple bulpearl.cd.X permissions, for example bulpearl.cd.5 and bulpearl.cd.10, the lowest value will applied (so in this example the player's cooldown will be 5 seconds, not 10)
