DonutPunishments v2.0

Updated it so that you are no longer required to have the permission punishments.ban to use /punish or /offend. Now you need the permission punishments.punish to use those commands.

• Added clear item inside of the /banhistory gui so you can clear people's ban history
• Added ban id support so you can do /checkban $banID instead of /checkban $userName
• Added support so that the commands on donut punishments are no longer cap sensitive.
• Fixed the issue where DonutPunishments would loose connection the the mysql database after a few hours.
