NEW FEATURE: Per-Chunk Plot Permission System

Town mayors can now manage player permissions on a per-chunk basis.
Each claimed chunk (plot) has its own whitelist of players with individually configurable permissions.

• Town Market: You can now buy towns or list your own town for sale via the "Towns for Sale" menu!
• Automated Taxation: Town mayors can now automatically collect a custom tax amount from players at specified intervals using the /t tax command. (Collected taxes are directly deposited into the town bank).
