Backend code - Medium Sized Project

My new project is CampaignTube, you can find more details about it HERE.
Last web developer offered it for $135 but at the end he got too busy so I need someone else.
I don't need frontend, just use some bootstrap temporarily, just so I can see it all works, afterwards my friend can make the frontend.
I don't need a rookie, I need someone who knows what he's doing and can make sure there are no breaches and there's no way IPs can get link. He should be able to fix bugs when needed. Budget is around $100-$150 depending on experience and portfolio. If you don't have much experience with all the systems I need (Read the thread where I explain about CampaignTube, I need everything that's there to work) then don't contact me.
