Banned Users and Scam Reports

Recently, I saw a scam report created on avsterbone by a user who has already been banned. This user was banned for scamming.

I'm proposing this suggestion: Banned users should not be allowed to create a scam report. Let me know what you all think about this.

It may be more work, but I feel like if a banned user creates an account for the sole purpose of creating a scam report (and makes it clear they are the previously banned person) for that sole reason, they should be able to open up a scam report.
This would prevent people from scamming potentially vulnerable clients, and making our (pretty shitty) reputation better.

interesting, another suggestion to limit scam reports.
While I agree in general, if there is STRONG evidence that one user has scammed another, the banned user should be allowed to present their evidence.
Why? because it may expose someone as a scammer, where otherwise they might have gotten a lot more victims before being discovered.
The rules for said members are pretty clear. Do not post anywhere except the scam report, and the ban is returned after the report is completed, regardless of the outcome.
Of course, said user could also just message M6 with the proof while on an alt, and leave out the entire scam report so people bothered by it are left ignorant of it.

I will re-iterate this. The purpose of scan reports, from perspective of the site, is to root out scammers. If one scammers gets scammed by another scammer, at no point should they expect to receive justice enforced by staff. HOWEVER, they may be able to get the other scammer banned as well by proving to M6 that said person is indeed a scammer.

Let's assume Scammer A gets scammed for $100 by Scammer B (and assuming both parties were guilty). Scammer A is banned, Scammer B is not.
If scam reports by banned members are systematically forbidden, Scammer B goes free and nobody will know until they pull their next scam, possibly on someone who is or becomes a member of this site.

However, if exceptions for said scammers are made for the duration of the scam reports, Scammer A could prove that Scammer B is guilty, and get Scammer B removed as well.
Scammer A of course gets carefully monitored so they do not abuse their temporary unban.

Scamming is scamming. It's not right to scam someone just because they scammed. I think they should be allowed.

You're both assuming the banned user was banned for scamming. Users can, and have, been banned for other reasons. What about them?

For them, it isn't even a question to let them unbanned to make a scam report, tbh. Scamming is by far the strongest offense on this website, short of some VERY drastic action (mass doxing or systematical DDOs attacks). Most other offenses such as multi-accounting and rules violations are far less severe.[DOUBLEPOST=1464648510][/DOUBLEPOST]
They should only be allowed to comment and view the scam report section.
the viewing can hardly be restricted without complex things, but I believe they ARE restricted from posting anywhere else.

Well, why should we allow banned users (who were obviously banned for a good enough reason) to regain access to the site and make a scam report?
