That is exactly what I just said There are no companies that will let you pay once and you own it forever because they need to make money off of it. If You buy your own dedicated server from dell then yes you will own it forever.

It depends. I was just using that as an example. If you put it in your house ya it will but put it in a data center and get DDOS protection the chances go down.

This is billed as a dedicated IP, but I've seen hosts put servers on other ports of people's so-called dedicated IP addresses. It's a weird sort of dishonesty that could potentially benefit the victim of the lie. The hosting company saves something like 84¢ and the person paying for the port gets an occasional surprise guest.
At this point, there's no real data backing claims that center around CPU use or DDoS protection. You'll get enough offers asking for $2/GB that you can afford to weigh these as tie breaker criteria. Favor fast CPU claims if you'll be using WorldEdit a lot or network related claims otherwise. DDoS protection is more a signal that your host is willing to tune their network to keep your service available than it is a specific tangible value, so don't pay extra for it unless you have done a threat assessment.
