What I want:
I'd like to make channeling work more often.
I would like the plugin to work for a selected group. All the changes is done within the config file. The biomes; idk, thought it could be cool. But I need the weather option.
Ideas for config:

#this will enable/disable channeling for the different weathers
Weathers:
Clear: false
Storm: true
Thunder: true
#type in the different biomes where you want channeling to work.
#this biomes overwrite weathers. So the channeling could be used
all the time in this biomes.
Biomes:
soul_sand_valley, ice_spikes
Ideas for commands:
No commands needed.
Ideas for permissions:
A permission that allow that player to use the plugin in the selected weathers.
