Custom F-Top Plugin

Our developer has his hands busy so I'm looking to commission a dev for a custom, open source F-Top/Spawner value plugin with the following features:

Delayed spawner worth/Goes up a certain % per hour, reaches full value 24 hours after placed.

Value on /f top should show current value, and when you hover over a faction on /f top it should show all spawners placed, and current value vs. potential value. Example: https://gyazo.com/7567dcc338a9aec9701edd31ead5178e

Also want a functionality that allows you to right click a spawner and a GUI pops up that tells you how much the spawner is currently worth and when it will reach its full potential value
