Custom Spigot for a pvp server

Hello, im looking for a edited paper spigot for my upcoming practice server.
Here are the features we need

spigot for 1.7x-1.8x that would have the following features.
Async and smooth knockback
multi-threading feature
async movement packets
needs to be compatible with citizens plugin
async packets
Async hit detection
Async splash potions of healing
Ingame /setkb command that wouldnt require a restart or reload
Ping fix feature (would make ping stable, seen on gat spigot)
TcpNodelay feature
extremely optimized
being able to handle a large playercount while at 20tps
Full support from the developer on fixing any bugs or issues
