Spigot itself isn't designed to hold over maybe 200 players. So probably not.

It could hold 600+ players with proper server optimization, as the person above me said, normal Spigot will not be able to hold 200+ players smoothly without good optimization.

AMD is better for multi servers
Intel is better for one server...

Get a custom jar/fork as spigot can't handle 150+ players...

You'll need a cannon jar. But spigot CAN hold over 150+ players on a solid 20TPS (during grace that is).
