FastPlace Plugin (Request for someone to make)

Hey, I need someone to make me a FastPlace Plugin like the ones you see on Skyblock / Factions servers. Horizontal and Vertical

How to use the plugin

/Fastplace (Basic command)
alias, /fp

Multiple tiers of fast place, tier 1, 2, and 3.

Commands:

/Fastplace (Shows the list of commands) Permission: Default permission
/Fastplace [Tier] (Sets the tiers, tier 1 is 3 blocks, tier 2 is 6, tier 3 is 9. Permission: fastplace.use

Other permissions:

Fastplace.use.all (Ability to use all tiers)
Fastplace.use.1 (Uses ability to use the first tier)
Fastplace.use.2 (Uses ability to use the second tier)
Fastplace.use.3 (Uses ability to use the third tier)

I'm willing to pay for someone to make this plugin for me (1.8 - 1.16.4 support)

And if you can add a config I'll pay extra if it's hard

What I want in the config.

Ability to whitelist and blacklist blocks and I need the whitelist and blacklist to set to false by default.

If I need to pay extra I need it so that the fast place blocks don't go through the border since It's a skyblock server and players might go through the border with it.
