They do sometimes block your card, etc. to stop you from creating another account and using it fine.

I've been in worse debt than this with PayPal, they sell the debt off to a debt collection company after ~8 months, the debt collection company then takes ~4 months to send any letters of any kind and usually give a 25-50% off offer to you if they can confirm your identity, and if they can't confirm your identity they can't do anything.
I wouldn't worry about it right now, maybe a year down the line if you have ID added to PayPal.
