If you only want the alerts that means that a plugin has to figure out if someone is hacking, that fact will take a long time since there are so many ways to hack, if you only request 'Alerts' You'd better ask for alert and actions since that's just a little add-up on the whole plugin.

You would need more than the amount you said, I don't think you understand how long it takes to make a actual good anti cheat, If you really want a good anti-cheat for a small price I suggest AAC, NCP or this config of NCP for five dollars http://www.mc-market.org/resources/475/ which makes NCP act like AAC. You'll need to get a higher budget If you want a custom anti-cheat

Hack alerts consists of an anti-cheat. Hack alerts can't just be a plugin. The plugin has to be coded to examine players head and direction movements, for this you will unfortunately need an anticheat.

By the watch out who you contact cause they can just give you leaked anticheats like HackAlerts or Ninja

NCP works fine, just get a proper config.

A GOOD anticheat 50x your budget.
