I don't know how CS:GO works, but you can make skins with a custom texture pack.

Out of interest, Would this circumvent the EULA regulations or would it count as a method of payment?

It would be trading in game items for perks that means everyone's able to get it so I think it's fine

In theory: Players trade skins on CS:GO to a bot, just like the CS;GO betting bots, which would equal a certain value (Added from the market prices, JUST like betting sites) That value would then be transferred to a "Credit", or currency used in our donation store. (Enjin for now)
