items to break like an elytra on 1.21.4 on paper

I am looking for a plugin that allows all items to break like an elytra, so that the item doesn't disappear but can be repaired later, for reference, the server Mana cube has a very similar system, I would like all items to act like this and the items to not work after, but i would like if the armor could stay on the person it just doesn't help them if it is on them when broken. Thank you
