Then no one is going to spend their time and effort on your plugin. Why don't you go learn Java, then go learn the Bukkit/Spigot API and then make it yourself?

If I wanted to learn java i would have done it at the first place and I don't have time for it that's why I am looking for someone to make me the piece of the plugin for around 10$

I suggest you go look for free plugins or non exclusive plugins on spigot, you can probably find a kitpvp plugin on spigot for $10. No one is going to put their work and effort into a custom kitpvp plugin for you for $10.

Someone actually told you how much you'd probably need to spend to get this. Would you work 4-5 hours straight for $10? Bet you wouldn't, so why would any developer do this. You can't just compare pre-made prices to exclusive costum stuff and tell people they're overpricing their time.
