Most services don't accept Skrill as a payment method. Paypal, Stripe and Bit are usually what you'll find. If you don't have those options I'm not sure if you're going to find anything like that will meet your criteria.

In their original post, they said hybrid or dedi. Although, there are some providers that can do something similar to what OP is requesting, like Kimsufi and SoYouStart.

Both are a good provider but Soyoustart doesnt have windows 2019 for the cheap ones nad Kimsufi has most out of stock currently
