Making a Factions server for the first time, what should i consider?

Hello everyone! At the start of the pandemic i had a server with a established community, but for personal reasons i had to shut down everything. On that time, our community always asked for a Factions server because the Survival one was too peaceful.
Now i'm reviving this project so we are creating a Factions server for the first time but i have a lot of questions.
  1. Do i need a custom terrain for the world or i just can use a normal Minecraft world? I've seen some Factions servers had a flatter custom world, while others use just a normal overworld. What would be the reason for one or another? Which one factions players prefer?
  2. How works the aggresive gameplay? As an admin that always made minigames and survival servers i don't know if i should enable TNT, Cannons and those things.
  3. What should i try to improve? I've seen there are many spigots and cores that improve knockback, cannoing, optimizations, and other things from the factions mode that i don't understand.
  4. Last but not least, what is the best factions core and spigot for me? (Considering what i said from the project, a medium-sized community, maybe 60-100 players for this gamemode). I have seen that there are many free and paid factions cores and custom spigots to improve things said in point 3, but what are your recomendations?

In all honesty, when creating a server I'd stay away from factions. The game mode demands a massive budget and it's incredibly hard to manage. The minecraft EULA is swallowing up the game mode,

i understand, that's why i'm asking these questions, because i'm evaluating if make this gamemode is worth or not

To +1 that, Factions has to be 100% perfect or the community will destroy you. The slightest issue and your server will be labeled "dogshit". I have been in this community since 2014 and it's so toxic. You have to have literally 0 lag and it's very difficult to pull players from the larger servers as a lot of smaller faction's servers that were promoting payouts did not payout and it created distrust between the players and newer servers so they tend to stick to where they know. Your staff has to be on the ball too, any staff mistake and you're done. The players are cutthroat. It is true if you get it right it can be very lucrative but very seldom does everything go right and as planned when it comes to factions. On top of all that it is a very expensive risk as plugins are notoriously expensive as they have to be highly optimized to stop crashing/lag. Unless you have a few thousand to gamble on a server I would stay well clear.
