I will send the user up to 50% of the lost amount. The reason for not reimbursing the whole amount is to prevent abuse of this fund, and to help it last as long as possible.

Ya I guess you are right, but the thing I worry for is that the system can be cheated and it would be a bummer for the actual people who need it. There can be reputable members who can cheat the system without anyone knowing. They can simply get their friend to make a account then "scam" them then they get easy money off it. Again it is super easy to cheat on it and I don't think anyone can tell who is truthful or not. My own friend has scammed me, well I don't call him a friend anymore but there was no way of me knowing he would scam or not. I am stating that it is a easy system to cheat. It is generous no doubt but at some point it is too generous and it can lead to its abuse.
