So I made this for a few reasons: A user requested a similar plugin, and there aren't very many of these with decently written code (Not saying mine is perfect). This will announce any online user with the permission: rannouncer.announce. And a customizable message and time interval.

I haven't added it in my permissions plugin, like when you are OP it says your name too. lol
