Vape hard my budget for the server is 800 dollars for this one plugin on the server its only 70 ish

From your budget and looking at this thread you won't likely get a developer to develop a custom anti-cheat for you.

If a developer offered it for your small budget they likely skid, or don't know much about coding (no offense to those who fall into this category)

I would just go with NoCheatPlus and use MarkElf 's configuration which usually gets updated.
Or wait till/and if funkemunky comes out with an anti-cheat and won't quit or give the source out for free.
