I don't think so, however I could be wrong.

Use tawk or any other live-chat, I forget the name of one, however, I used it in the past.
Use a basic login page with a MySQL database setup.
You could even use a public src for the homepage. (If you're given permission.)

I think the biggest milestone of this project is the live-chat functionality. There's plenty of ways to implement this feature however if you are looking at being cost-effective, I think it's best to go with your recommendation and use an open source / freely available service/library to implement the feature. Just keep in mind that going this route may result in certain limits as you cannot change the source code of the chat system.


Every other feature is "basic" in terms of backend developement.

Not entirely. These things can actually cost in the thousands if they are looking for something fully custom. Sure you can use a pre-built system but some may require payment to access the source code, which is something a developer will need to make sure the chat system works with the other systems, if dependent that is. The price will be cut substantially if they do choose this route but it could provide complications later down the road.

It's funny how you doubt the knowledge these developers have. Just because they don't have something like this in their portfolio doesn't mean they lack the knowledge to do a job of this size. If they have a full understanding of server-side languages and a professional understanding of design, that developer can definitely do this.
