Because the server is in France and is connecting at a slower rate than if you lived in France.

I play on a server in the Netherlands and get around 150 ping from Canada with 70mbps. I would suggest shutting down your WiFi directly from the router, then turning it back on.

If you want lower ping purchase a server that is closer to your country. Bulgaria in this case.
