Need help restricting Factions to specific worlds.

I have tried to set up the factions restrictions in folder factions_mconf like it sould be done, but still I can start a faction in that world.

I need help to how I can make this work.

Can't you do this in groupmanager or pex, whichever you prefer. Where you set up permissions per the world because what you're doing in the factions_mconf is adding perworldplugins, I believe you can do this by
pex group <group> add <permission> [world].
