Correct in a way, however, DoctorDark has given anyone who wants to sell iHCF permission to sell it. The difference between them being able to sell iHCF as a whole and my iHCF fork is Rule 5.4

5.4 Do not offer or sell anything you do not own or have the right to redistribute.

If I'm the one who developed that fork (This is way back in 2017 so it was actually one of the few decent iHCF forks) then I own that fork and no one else does, they can sell DoctorDark's iHCF however Doctor gave anyone permission to do what they want with iHCF and I use that to create and own my fork which they don't have permission to

I don't actually care about a iHCF fork being sold, I just don't want people buying something so shitty
