PermissionsEx is fairly simple to setup, that link provides how to setup and customize it to your liking.
PermissionEX is an ingame plugin. Download the latest version, put it in your /plugins folder, and restart your server.
Im having trouble understanding as to why PermissionsEx isn't working for you. Try Group Manager. If you require assistance, please message me directly

I have offered help others have offered help I don't think he knows how to run a server (Probably very new) and imo too lazy to youtube permissionsex because full detailed videos pop up for him to learn from.
