Plugin development help. [ Multiverse , Biomes o' Plenty]

Hello.
I need a help with a few things.
First, the important one:
I have the multiverse plugin, and a few mods. I am trying to generate a world with multiverse plugin (it allows me to make multiple worlds inside the world) and i want it so all the mods inside my server would generate in the world i want to make with multiverse. This doesn't happen correctly, there is a problem with something, and some mods don't want to generate together.
*note that it generates perfectly in singleplayer* So i need help with generating a world with all of my mods, the mod causing most problems is Biomes o' plenty. Possible solutions that i have tried, but dont have enough knowledge include, TerrainControl plugin.
The second problem is a smaller one:
For no apparent reason command blocks dont work for me in my server, literally everything is enabled, but for some reason they still dont work.

Just take a save from your single player and load it into your server. I don’t know if multiverse has mod support.
