I've been in this trade for a long time (more than half my life, literally). I've never seen something so ridiculous in my life.
Someone might be troublesome, but there's no reason to block them due to trouble they might've caused in the past. Anyone with a brain should be able to produce a contract stating what they will do and how it should be done/when it should be done/etc. This completely avoids any trouble that a client can get into with you. If you outline every single aspect of the project beforehand, you save yourself time. Clients shouldn't be at fault for your lack of preparation.
I think the idea of this is in good will, however I feel that it can only harm sales and the market in MCM. It seems like something children would do in order to seem professional about it - when, much like Justis, I would consider it mild-defamation/trashy. I agree that the reputation system should be where this is handled, and any troubles worth investigation should be sent to staff. In my opinion, if a member causes so much trouble that no matter how prepared you were, you couldn't avoid the problems, they should be temporarily revoked from being able to request services.

- The client and seller.
