RankGUI ASAP

I was wondering if anyone would be happy enough to make me a RankGUI type plugin for my server?
Server: 1.7.10 Thermos Build 1614

/rank (ign)
or
/grant (ign)

So if it was Notch
/rank Notch
Opens a GUI, with all the ranks configured, and i can select a rank to set their rank as. (If possible to add reasons after choosing a rank to set)

Ranks can be added in the config.
