Redstone not working NEED HELP

So basically here is my issue. When i load a regular spigot.jar onto my server redstone works fine. But i dont wanna use spigot, i wanna use paper spigot, but theres an issue with that! When i load paper spigot redstone wont power dispensers like there supposed to be. If you put 2 dispensers down it only powers the bottom dispenser, but on regular spigot it powers both of them (how its supposed to be). I need some help fixing this so can you please leave the fixes in the replies. Thanks!!

Ensure your config settings are setup correctly: https://paper.readthedocs.io/en/paper-1.8/config/. If it's not a configuration issue within your paperspigot, try disabling/enabling plugins 1 by 1 to discover the issue (and your console is definitely helpful with this).
